The office is in Bori, among the communities we work with, which is the point. If the matter is urgent, use the telephone rather than email.

Before you travel

We do not currently publish opening hours, and we would rather say that than invent them. Much of the team’s week is spent in the field, not at the desk. Please telephone ahead and agree a time before making the journey to Kani Road, particularly if you are coming from outside Khana.

Online. We post on Facebook as People’s Advancement Centre (PAC), on X/Twitter as @greatogoni, and keep a photographic record on Flickr. Social media is a good way to follow what we say publicly, but a poor place to send evidence — use email or the telephone for that.

003 / Reporting a spill — the fast path

If oil is coming out of the ground now

Do these four things first

  1. Photograph it before anything is touched. Get the date visible on the image if your phone allows it. Note the exact location, the time you first saw it, and who was with you.
  2. Alert NOSDRA yourself. Email oilspillalerts@nosdra.gov.ng or ring the emergency hotline 08168308820. Do not wait for the company to do it.
  3. Tell the community leadership the same day, so that representatives can be present when the Joint Investigation Visit takes place rather than hearing about it afterwards.
  4. Read the cause field before anyone signs. On the JIV form, corrosion or equipment failure is treated very differently from sabotage, and that single entry governs whether statutory compensation is payable. Do not sign what you disagree with, and keep a copy.

Under the NOSDRA (Establishment) Act 2006 the spiller must report a spill to NOSDRA in writing within 24 hours; failure attracts a fine of ₦2,000,000 for each day of failure to report. Then call us. We are not the regulator and cannot stop a leak, but a report that reaches us early can be checked while the evidence is still there, and it joins a record that turns single incidents into a visible pattern.

004 / What to send us, and what happens next

What makes a report usable

The difference between a report we can act on and one we cannot is almost always detail. Send what you have — but the more of this list you can supply, the further the account will travel.

  • Dated photographs or video. Wide shots that show the surroundings, and close shots that show the damage.
  • The exact location. Community, local government area, the nearest landmark, and a phone location pin if you can share one.
  • The time it was first sighted, and by whom. An approximate time honestly labelled is better than a precise one invented.
  • Witnesses. Who else saw it, and whether they are willing to be contacted.
  • Any JIV paperwork — the Joint Investigation Visit form, anything you were asked to sign, and anything you refused to sign.
  • Names and roles of officials present, from the company, the regulator or the local authority.

What you can expect from us

We are a small organisation with a handful of staff covering a large territory. Replies can take time, and during field work they take longer. If your matter falls outside what we do, or we do not have the capacity to take it on, we will tell you so rather than leave you waiting on a response that never comes.

We cannot promise legal representation. Where a matter needs a lawyer, we will say so and help you understand the record you will need — particularly the JIV document, which is the legal foundation of any compensation claim.

What we will not do

  • We do not pay for information. Paid evidence is worth less, not more, and it changes who comes forward.
  • We do not publish anyone’s identity without their consent. If you want your name kept out, say so when you write and we will treat that as binding.
  • We do not act as your lawyer. Nothing on this site is legal advice, and contacting us does not create a professional relationship.

Working with journalists and researchers

We take press and academic enquiries seriously, and we are straightforward about the limits of what we can hand over.

What we can provide

  • A dated record of our own actions and public statements — for example the complaint we filed with the EITI International Board on 26 February 2023, our engagement with Norges Bank Investment Management in November 2023, and our November 2024 warning against awarding cleanup contracts to politicians.
  • Introductions to community contacts, with their consent, arranged in advance and never handed over as a list.
  • Sourcing for any figure we have published: which organisation produced it, on what date, and what it actually counts.

Our sourcing standard

Every number we give you comes with an organisation and a date attached. Where sources conflict, we show both. Where we cannot verify something, we say so — cleanup progress figures in particular are not comparable across sources, because “sites”, “lots” and “hectares” count different things at different dates. Please carry the attribution through into what you publish.

Requesting an interview

Write to celestine@peoplescentre.org, copying info@peoplescentre.org. Give your outlet, your deadline and your questions in writing. Broadcast requests are easier to accommodate with several days’ notice.

Please attribute correctly

AkpoBari Celestine Nkabari is Executive Director of the People Advancement Centre. He also coordinates the Ogoni Solidarity Forum–Nigeria, and is quoted in the press in both capacities. Please establish at the start which capacity he is speaking in, and say so in your copy. The two organisations are allies, not the same body.
